West Central Illinois Continuum of Care Consortium
WCICCC developed in April of 1997 with the intent of helping communities to develop comprehensive and long-term solutions to address the problem of homelessness in their communities. Adams, Brown, Cass, Hancock, Henderson, McDonough, Morgan, Pike, Schuyler, Scott, and Warren are the counties represented by WCICCC.
Due to the large geographic area covered, the WCICCC is broken down into three sub-regions. The boundary of the sub-regions corresponds to the service area of the three community action agencies in the region. By breaking the region into sub-regions, gaps and other homelessness issues are easier to analyze.
Since 1999’s HUD Continuum of Care grant competition, WCICCC has been successful in obtaining nine grants for a total of fourteen units of transitional housing and eleven units of permanent supportive housing. To date, three agencies have been approved to receive HUD funds in WCICCC regions. Each sub-region has an organization receiving HUD funding.

Per HUD guidelines, CoC IL-519 is required to release a public announcement to notify the public that the local competition is open, and the CoC is issuing a notice for calls for applications. About the Continuum of Care (CoC) Program
The Continuum of Care (CoC) Program promotes a community-wide commitment to ending homelessness by funding nonprofit agencies and units of local government to rapidly rehouse individuals and families experiencing homelessness, minimize trauma and dislocation, and increase long-term stability through access to housing and supportive services.
HUD released the FY 2026 CoC Program Competition Notice of Funding Opportunity (NOFO) on June 1, 2026.

Local IL-519 CoC Competition & Submission Requirements
Application Deadline
Intent: Friday, June 26, 2026, at 5:00 PM CST
E-snaps Application: Wednesday, July 15, 2026 at 5:00 PM CST
Submission Methods – Intent due via email; Application due via e-snaps
IL-519 requires interested agencies to first submit a Notice of Intent for all proposed projects, detailing what project type and estimated dollar amounts of the project. These submissions must be submitted by email to both:
Email Subject Line: IL-519 FY26 CoC Application - Notice of Intent – [Agency Name] – [Project Name]
The Monitoring and Ranking Committee will then review all notices, and will notify the applicants by Wednesday, July 1, 2026, whether their project was accepted, rejected, or reduced (based on HUD and CoC threshold requirements). Accepted applicants will then be required to complete their project application in the e-snaps portal.
E-snaps is the electronic Continuum of Care (CoC) Program Application and Grants Management System used by the U.S. Department of Housing and Urban Development (HUD). If an applicant is interested in applying, they will need to create an “Applicant Profile” in e-snaps. This link can be used to find instructions and the log-in page for e-snaps. Who May Apply
The IL-519 CoC invites applications from renewal projects, expansion projects, and new projects. Eligible applicants include state governments, county governments, city or township governments, special district governments, public and state controlled institutions of higher education, public housing authorities, faith-based organizations, and non-profits.
The West Central Illinois CoC strongly encourages agencies who have not previously received CoC funding to apply.
Eligible Project Types
HUD is accepting applications for these types of new projects: Supportive Service Only, Transitional Housing, Permanent Supportive Housing, Rapid Rehousing, HMIS, and Coordinated Entry. The NOFO provides details on each of these project types.
HUD is also accepting applications that specifically serve victims of domestic violence, dating violence, sexual assault, or stalking. Allowable project types for this set-aside include SSO-Coordinated Entry, Rapid Rehousing, or Transitional Housing.

Once approved, the local competition ranking tool will be posted to the CoC webpage, no later than July 8, 2026. It will also be emailed to all applicants.
